1. in a bowl, mix the broth, cornstarch, sugar, soy sauce, vinegar and ginger, garlic, and pepper flakes together, then set aside.
2. Heat oil in a large skillet, add chicken and cook until browned all over, which should take about 5 minutes.
3. Add the sauce from step one, and heat on the stovetop in low temperature until the sauce thickens and chicken is cooked through, this will take about 3 minutes.
4. Serve chicken and sauce over rice, garnish with scallions. Yields approximately 1 cup of chicken and sauce and about half of a cup of rice per serving.
